Mandate and Purpose

The FDRE Education and Training Authority (ETA) mandates that all Ethiopian higher education institutions establish a reliable and rigorous Internal Quality Assurance System (IQAS) to ensure quality, relevance, accountability, and transparency. This system oversees program and institutional quality audit and accreditation activities within each university. The purpose is designed to foster an embedded culture of quality, where quality assurance and enhancement mechanisms become integral to the daily work of the entire institutional community—including academic staff, administrative and support staff, students, and stakeholders.

In compliance with ETA Proclamation No. 1263/2021, Regulation No. 515/2022, and national educational reforms for rigorous quality assurance, Adigrat University has established the Education Quality Enhancement Directorate (EQED). The directorate operationalizes the principles of Fitness for Purpose and Fitness of Purpose, serving as the university’s engine for accountability, transparency, and continuous improvement. Through systematic program reviews, institutional quality audits, and accreditation processes, EQED ensures that all academic programs and the institution as a whole meet national ETA quality standards, respond to labor market demands, and align with international benchmarks.

Furthermore, the directorate plays a pivotal role in maintaining the university’s competitiveness and sustainability by supporting the achievement of its vision, mission, and strategic goals. It also serves as a liaison for ETA and other international regulatory bodies. In this way, EQED reaffirms Adigrat University’s commitment to delivering quality education that significantly contributes to national development goals.

Strategic Objectives of EQED

The directorate pursues the following strategic objectives:

  • Secure and maintain institutional quality audit and accreditationby ensuring the university meets national and international standards and
  • Ensure all academic programs comply with national quality standardsby aligning Program Learning Outcomes (PLOs) with the Ethiopian Education and Training Qualification Framework (EETQF), national priorities, and labor market demands.
  • Institutionalize the ADRI (Approach, Deployment, Result, Improvement) model across all programs and support units for continuous quality enhancement.
  • Establish transparent governance and risk management systems at both institutional and program levels, including clear roles, grievance mechanisms, and appeal procedures.
  • Implement valid, reliable, and fair student assessment systems through exam blueprints, item analysis, secure test banks, and standardized marking rubrics.
  • Enhance graduate employability by conducting regular tracer studies, alumni tracking, and integrating industry feedback into curriculum reviews.
  • Ensure adequate, accessible, and well-maintained learning resources including libraries, laboratories, ICT facilities, and digital platforms for all students.
  • Strengthen research and community engagement by aligning activities with national priorities and ensuring proper dissemination of outcomes.
  • Coordinate periodic self-evaluation reports (SERs), internal program audits, and quality assurance committee activities at the institutional and program levels to verify compliance and drive continuous improvement.
  • Promote data-driven decision making by collecting, validating, and analyzing KPIs to inform resource allocation, policy updates, and continuous improvement plans.

Key Components under the Directorate

To execute the strategic objectives, the EQED is structured into specialized units mirroring ETA  and institutional quality audit and accreditation standards and policies:

  • Quality Management Information System (QMIS) Unit: Responsible for systematic data collection, analysis, digital quality assurance systems, and document management.
  • Quality Audit Unit: Responsible for conducting internal quality audits, coordinating external audits, and ensuring compliance with standards.
  • Quality Enhancement Unit: Responsible for capacity building, training, improvement initiatives, and promoting best practices.
  • College Education Quality Enhancement Units (CEQEU): Decentralized units at college/school level responsible for program-level quality assurance coordination.
Monitoring and Evaluation Framework

The directorate employs a rigorous monitoring and evaluation framework based on the ADRI model and the certification criteria established by the Education and Training Authority.

A. Data Collection and Validation

The directorate regularly collects, validates, and analyzes both quantitative and qualitative data from multiple sources. These sources include student and staff satisfaction surveys, course evaluation reports, student progression and graduation data, national exit exam results, tracer study reports, employer satisfaction surveys, and internal audit checklists. All data are disaggregated by program, and cohort to identify specific performance trends.

B. Key Performance Indicators (KPIs)

The directorate monitors a set of predefined KPIs derived from the institutional and program quality audit standards.

C. Evaluation and Benchmarking

The directorate compares performance results against institutional targets, national benchmarks, and data from peer institutions. Multi-year trend analysis is conducted annually to identify patterns of improvement or decline.

D. Corrective Action and Improvement

When KPIs fall below established targets, the directorate conducts a gap analysis to identify root causes. Based on these findings, the directorate implements targeted corrective actions. All corrective actions are documented in a quality enhancement plan and reviewed during subsequent internal and external audits.

E. Certification and Reporting

The directorate tracks the university’s progress toward achieving and maintaining ETA certification levels. It publishes an annual quality assurance performance report on the university’s website to ensure transparency and accountability to all stakeholders.

F. External Audit Follow-Up

Following each external audit conducted by the Education and Training Authority, the directorate prepares a quality enhancement plan addressing all recommendations. The directorate then implements the plan and undergoes a follow-up audit to verify progress, ensuring that the university continuously improves its internal quality assurance system and maintains its accreditation status.
